Russia has assembled a fleet of hundreds of vessels to covertly ship its oil. With so many ships at sea, the idea of using some to cause havoc may be proving irresistible to the Kremlin.

Customs officials have seized tens of thousands of tons of fuel transported from Russia by the tanker Eagle S. The crew of this ship is suspected of damaging the EstLink 2 underwater power cable in the Gulf of Finland.

Finland has seized an oil tanker suspected of having severed undersea power and internet cables, with Finnish authorities saying the vessel may have been part of Russia's "shadow fleet" of ships aimed at skirting Western sanctions.

The Finnish authorities said the tanker might be part of Russia’s shadow fleet, which emerged as a way to circumvent Western-imposed price caps on Russian oil transported by sea. The caps were introduced several months after President Vladimir V. Putin of Russia ordered the full-scale invasion of Ukraine in February 2022.

The Eagle S – a tanker ship carrying Russian oil and suspected of severing the Estlink 2 power cable running under the Baltic Sea between Finland and Estonia – was reportedly brimming with spy equipment.
